Natural Resources Compliance Assistant (Floating Operations Support)

Location: Bellingham, Washington | In-person, field + office

Classification: Full-time, non-exempt (overtime eligible) after a 90-day contractor trial period (see “Onboarding, Training & First 90 Days”)

Role Overview

The Natural Resources Compliance Assistant is a floating operations support role that serves three leaders and three priority areas:

  1. First priority: Monitoring & reporting support for the Owner / Monitoring & Reporting Lead
  2. Second priority: Consulting and operations support for Natural Resources Compliance Managers
  3. Third priority: Mitigation install and maintenance support for the CEO

You will move between these areas based on workload, clearly communicating priorities and capacity to the team. Success in this role depends on strong prioritization, proactive communication, and the ability to shift between focused desk work and hands-on field work.

Busy seasons: more monitoring and some field work.
Slower seasons: more reporting, documentation, and consulting / operations support.

Key Responsibilities

  1. Monitoring & Reporting Support (First Priority)
    Support the Owner / Monitoring & Reporting Lead by:a. Performing monitoring visits under direction of a lead: field measurements, photos, notes, and basic assessments per ATSI protocols.
    b. Recording and organizing GPS points, photo locations, and field sheets according to ATSI standards.
    c. Organizing field notes, photos, and data into company templates.
    d. Populating standard tables, photo logs, and simple figures for monitoring reports.
    e. Drafting first-pass monitoring report sections and checklists for consultant review, following ATSI examples and SOPs.
    f. Keeping monitoring gear, tablets, and tools organized, charged, and ready.
  2. Consulting & Operations Support (Second Priority)
    a. Updating simple project trackers and filing permit and agency correspondence.
    b. Helping schedule field days, landowner / contractor access, and related logistics.
    c. Keeping project folders and digital records organized and up to date.
    d. Assisting with basic office and operations tasks that keep consulting projects moving.
  3. Mitigation Install & Maintenance Support (Third Priority)
    Support the CEO in mitigation install / maintenance work by:
    a. Assisting with mitigation installs per plans and SOPs: staking, planting, erosion control, light construction.
    b. Maintaining and sourcing seasonal labor for larger installs
    c. Supporting maintenance: mechanical invasive removal, replanting, trash / debris cleanup, minor repairs.
    d. Helping the site lead with safety checks, quality checks, end-of-day site cleanup, and inventory.

Work Mix & Seasonality

Winter, Spring & Fall:

  • ~30–60% monitoring & data collection
  • ~20–50% reporting & consulting / operations support
  • ~10–30% mitigation implementation / maintenance

Summer:

  • ~30–50% monitoring & data collection
  • ~30–50% reporting & consulting / operations support
  • ~10–30% mitigation implementation / maintenance

You must be comfortable with physically demanding outdoor work in varied weather, focused and detailoriented desk work, and regularly communicating what you’re working on, what’s next, and where you have capacity.

Tools & Support

  • Primary work hub in our Bellingham office when not in the field, including a dedicated workstation, computer, and access to ATSI software, hardware, and expertise.
  • Company vehicle provided for work-related travel between office, yard, and field sites (no personal vehicle required for daily field work).
  • Company trailer and tools for installation, maintenance, and monitoring work (you help maintain and organize shared equipment).
  • Safety gear and PPE provided for field work, consistent with ATSI safety standards.
  • Company credit card for approved work expenses (fuel, materials, lodging, etc.), so you do not have to front job costs on your own card.

Onboarding, Training & First 90 Days

  • 90-day 1099 contractor trial period:
    All new hires start with a 90-day engagement as a 1099 contractor focused on learning ATSI’s systems, safe field practices, and documentation standards.
  • Training & role-specific memory test (first two weeks):
    During the first two weeks, you will complete structured and self-directed training, along with verbal, written, and practical memory tests covering key ATSI workflows and role-specific knowledge. Passing this test is required to continue in the role.
  • Conversion to employee:
    At or before day 90, we review field performance, documentation quality, reliability, and cultural fit. Successful contractors are offered full-time W-2 employment as non-exempt employees with overtime eligibility and access to profit-sharing.

Compensation & Growth

  • Base pay: Target starting range $25.00 – $30.00 per hour DOE for candidates with 1–2+ years of relevant field experience (restoration, landscaping, construction, environmental field tech) and strong work ethic. Contractor rate during the initial 90 days is within this range; final employee rate is confirmed upon conversion.
  • Sick Time: Sick time in line with Washington requirements and ATSI policy.
  • After conversation into W-2 status:
    • Overtime: 1.5x pay for hours worked over 40 per week, consistent with Washington law.
    • Bonuses: Access to performance-based bonus structures tied to project performance, quality, and reliability.
    • Profit-sharing: Eligible for performance-based profit-sharing tied to project performance after 90 days and successful conversion to employee status.
    • Health & Dental Insurance: Employer-sponsored health and dental insurance after eligibility period
    • Life Insurance: Employer-provided life insurance coverage after eligibility period.
    • Paid Time Off: Two weeks of paid time off per year. Use it or lose it (first week granted at start of annual year; the second week accrued).
    • Federal Holidays: Separate from PTO; paid time off for recognized federal holidays.
    • Continuing Education & Professional Development: Support for approved training, certifications, and professional development relevant to your role (e.g., restoration, safety, monitoring, software skills).
    • Employee Project Benefit: Eligible employees can run approved personal permitting projects through ATSI for free on the consulting side (you only pay the hard costs like agency fees and construction).
    • Retreats: Annual retreats focused on team effectiveness, learning, and celebrating wins.
    • Growth Path: As ATSI’s mitigation, maintenance, and monitoring work grows, this floating role can split into more specialized seats and evolve into a dedicated Monitoring Technician, Mitigation Implementation Generalist, or Mitigation Implementation Manager for teammates who consistently own outcomes, produce clean data, and reliably support consulting operations.
