How We Help

NR Permitting Pathway: From Concept to Occupancy
For Tribal, municipal, and private development teams who want one clear path through wetlands, species, and habitat issues from early design through permitting and long-term mitigation.
Primary outcome: Reduce permitting delays and costly re-designs caused by late natural resources surprises.
We manage this as a single, coordinated pathway. You can:
- Stop after any step and keep leading permitting and construction yourself, or
- Have us continue and lead permitting and mitigation on your behalf.
Step 1: Site Documentation & Mitigation Planning
(Optional / as needed)
Goal: Lock in a defensible natural resources strategy that agencies can approve, while you stay in the lead with regulators.
In this step we:
- Complete required field work and technical analysis for wetlands, species, and habitats.
- Prepare a Natural Resources Compliance Report aligned with current regulatory standards.
- Coordinate with your design team so impacts and mitigation are realistic and buildable.
- Clearly flag permitting risks, constraints, and options so you can make informed decisions.
Your team remain the primary point of contact with agencies. We make sure the technical package you present is clear, defensible, and ready for permitting discussions.
P&C Credits (Permitting & Compliance Credits)
Each report in this step includes a defined dollar amount of P&C credits:
- These credits are shown as a line item in your proposal.
- If you later engage us to lead NR permitting (Step 2), those credits are automatically applied as a fee reduction so you are not paying twice for the same work.
- If you do not engage us for permitting, you still retain full use of all reports and deliverables.
Decision point after Step 1: Use our reports while your team leads permitting, or have us apply your P&C credits and lead NR permitting for you.
Step 2: NR Permitting
(We lead natural resources permitting)
Goal: Move natural resources permits from submittal to approval with a single accountable point of contact.
In this step we:
- Take over as lead with natural resource agencies.
- Prepare, submit, and track permit applications and supporting materials.
- Coordinate comments, negotiations, and revisions with agencies and your broader project team.
- Maintain momentum and keep you informed through a simple monthly dashboard summarizing status, key issues, and next steps.
Any P&C credits earned in Step 1 are applied to Step 2 fees according to your contract, reducing your out-of-pocket cost.
Decision point after Step 2: Close out with approved permits and hand off mitigation to your team, or have us continue into long-term mitigation stewardship.
Step 3: Long-Term Mitigation Stewardship
Goal: Carry mitigation from construction through long-term obligations with one partner responsible for staying in compliance.
In this step we:
- Act as your single point of contact for all mitigation-related obligations.
- Oversee or perform mitigation construction and installation per permit conditions.
- Monitor mitigation areas against required performance standards and timelines (i.e., what “success” looks like to the agency and when).
- Prepare and submit required monitoring reports and documentation to agencies.
- Perform or coordinate ongoing maintenance (vegetation care, invasive control, repairs) to keep mitigation in compliance.
How the pieces fit together
1. Step 1: Compliance Reports & P&C Credits
2. Step 2: We Lead NR Permitting (credits applied to fees)
3. Step 3: Long-Term Mitigation Stewardship (construction, monitoring, maintenance)
In practice:
- You start with strong, agency-ready reports.
- You earn clearly defined P&C credits with your chosen Step 1 tier and apply them if you have us lead NR permitting.
- When permitting is complete, you can extend into long-term mitigation stewardship with the same team that already understands your site and permit conditions.
Next step: Share your current concept plan and target timeline. We will confirm which steps you need and return a tailored scope and fee proposal within 5 business days.*
Turn complex, multi-agency approvals into a coordinated, predictable process. ATSI handles every regulatory layer—from wetlands to wildlife—to keep your project compliant and on schedule.
Field Surveys (Decision-Grade Data)
Reliable data drives faster decisions. Our biologists and scientists deliver high-accuracy field surveys that meet agency standards and stand up under review—so your permits don’t get stuck in question marks.- Protected Species: Great Blue Heron surveys and Bald Eagle monitoring.
- Acoustic Impacts: Decibel-level disturbance studies.
- Forest Structure: Mature/old-growth surveys.
- Fish Habitat + Multi-Taxa Habitat Assessments: Birds, mammals, and amphibians.

Reporting (Permit-Ready Documentation)
From critical area reports to long-term monitoring, we produce documentation that’s ready for submittal and built to satisfy reviewers the first time.- Critical Area Reports: Site plans and reporting that meet agency standards, document compliance clearly, and expedite approval.
- Tree Retention Plans: Preserve what matters without stalling the build.
- Mitigation + Restoration: Minimize impacts and restore smart—plans built from site realities and CAM.
- Advanced Mitigation: Credit/debit method for mitigation credits and wetland fill impacts—negotiated.
- As-Builts: Post-install CAD maps with clear performance recommendations.
- Monitoring: Annual/bi-annual (5–10 years) site visits and reporting.

Construction Management
When projects move from paper to ground, ATSI stays hands-on to protect compliance, timelines, and budgets. We coordinate stakeholders, contractors, and regulators to keep every phase aligned through completion.- Stakeholder Engagement: Get clients and regulators aligned early so reviews go faster.
- Land Use + Ecological Assessments: Surface risks upfront and de-risk feasibility.
- Cross-Team Collaboration: Work with your design/engineering firms to deliver compliant site plans the first time.
- Project Management: Ensures contractors meet deadlines and below budget.
