1. Early Stage Risk And Feasibility

Make better go or no go decisions before you are committed to a site or timeline.

NRC Risk Snapshot

A fast, desktop level look at natural resources risk so you know what you are walking into.

You get:

  • High level review of available mapping and data
  • Identification of likely wetlands, streams, species, and habitat issues
  • Initial read on permitting complexity, costs, and schedule risk

Used when you need a quick sanity check before tying up capital or public support.

NRC Feasibility & Permit Pathway Study

A deeper dive that outlines what it will actually take to permit and build.

You get:

  • Site visit and field based constraints mapping
  • Likely federal, state, and local permits and approvals
  • Phased permit pathway and schedule impacts
  • Order of magnitude costs for surveys, mitigation, and monitoring
  • Key risks and options to reduce or avoid impacts

This becomes the roadmap for your design team, lenders, and agency coordination.

2. End To End Permit & Compliance Management

When you want one partner to own the natural resources piece so you can focus on building the project.

One-Off Natural Resource Documenation

We assess site‑specific natural resources so you can de‑risk design, permitting, and acquisition decisions before you commit.

Typical scope:

  • Desktop review of mapping, aerials, and prior reports to flag likely issues
  • Field investigations for wetlands, streams, critical areas, and habitat
  • Critical Area Report / Biological Site Assessment on conditions and constraints
  • High‑level impact, mitigation, and layout considerations
  • Clear report you can share with owners, lenders, and regulators

You get a concise, defensible picture of your site’s natural resources issues with clear “go / modify / walk away” recommendations so you can avoid surprises later.

Full Mitigation Master Plan & Approval Support

We design and document wetland, stream, and habitat mitigation that meets permit conditions and can be built in the field.

Typical scope:

  • Full mitigation plan for jurisdictional impacts, including:
  • Mitigation design and layout
  • Planting palette and specifications
  • Performance standards and success criteria
  • Monitoring schedule and reporting framework
  • Opinion of probable mitigation construction and monitoring cost
  • Monitoring cost estimate (separate line item, but included in the deliverable packet)

This keeps you as the “of course we handle the whole thing” partner, which de‑commoditizes you vs “we’ll draft something and see what agencies say.”

Natural Resources Permit & Compliance Manager

We plan, permit, and manage all natural resources requirements from early design through post‑construction.

Typical scope includes:

  • Coordinating and preparing federal permits and reviews (e.g., Clean Water Act §404, NEPA EIS, Endangered Species Act §7/§10)
  • Coordinating and preparing Washington State permits and approvals (e.g., SEPA, Shoreline, JARPA, HPA, CAO, and associated mitigation under 2021 Interagency Guidance) or equivalent permits in other states
  • Responding to agency comments and revising submittals until permits are issued

You get a single point of contact, coordinated agency communication, and clear reporting so you always know where you stand and what is next.

3. Long Term Mitigation Stewardship

Protect your permits, avoid enforcement, and keep long term obligations off your plate.

Mitigation Construction & Install

If you’d like help on the build side, you can also hire us as the general contractor for your mitigation work under a separate agreement. In that role, we can handle mitigation installation, bring in and manage any needed specialty subs, and run the day‑to‑day so work gets done to spec, on schedule, and in the right sequence. We coordinate with the project’s design and permitting team, sort out field changes as they come up, and oversee early performance checks so the mitigation we build starts out compliant and on track.

Mitigation Monitoring Program

We track performance standards, complete required surveys, and prepare agency‑ready reports so your mitigation sites stay on track and in compliance.

Mitigation Maintenance

If you want help after the project is built, you can also hire us to look after your mitigation areas. Our crew handles vegetation care, invasive species control, and repairs so sites stay healthy and in line with permit expectations over time. This is an ongoing, stand‑alone service focused on keeping your mitigation areas performing the way they’re supposed to.
